CRITERIA

  1. Open to all Filipino citizens and Filipino associations, institutions, agencies, non-governmental organizations and Filipino owned business corporations.
  2. Nominee must have been engaged in/must be engaged in a completed or a continuing project that has resulted/is resulting in specific, perceivable benefits to a specific community/ies, sectors of society or the country at large.
  3. Nominee must have discharged his duties effectively and with honesty and dedication and must have made significant contributions toward achieving national goals, improving the welfare of our people and strengthening their faith in democratic institutions.
  4. Nominee must have introduced meaningful changes and reforms and implemented innovative ideas and projects in the discharge of his duties.
  5. Benefits of such undertaking could be socio-civic; economic uplift; advocacy and defense of basic civil, political and economic rights; people empowerment and such similar benefits that improve the quality of life.
  6. Must have made positive contributions in communication/information dissemination and the moulding of public opinion through fair, objective, responsible, well-grounded reporting, commentary and other forms of communication.
  7. Individual nominees must not have been charged and convicted of any criminal or administrative offense.
